UNDP and Government, sign US$33m initiative to build adaptive capacity of women
Today on 27 December 2018, at 11.30 a.m. a project document has been signed at the Economic Relations Division (ERD), Dhaka between the Government of Bangladesh and the United Nations Development Programme (UNDP), as a fund administrator and delivery partner. The grant financing of Green Climate Fund (GCF) will be utilized for building the adaptive capacities of women and adolescent girls and will benefit about 719,229 people of which 50.2% beneficiaries are women living in the southwestern districts of Bangladesh. This is first of its kind project in Bangladesh, where GCF has contributed about US$25 million and the Ministry of Women and Children’s Affairs has provided US$8 million as a co-financer to work with UNDP to empower women as ‘change-agents’ to plan, implement, and manage climate-resilient solutions.
The funding will be utilized for implementing a new 6-year project by the Ministry of Women and Children Affairs and Department of Public Health Engineering (DPHE) from 1 January 2019 to 31 Dec 2024, titled “Enhancing adaptive capacities of coastal communities, especially women, to cope with climate change induced salinity”. Mr. Monowar Ahmed, Secretary, ERD has signed the project document on behalf of the Government of Bangladesh. Ms. Mahmuda Sharmeen Benu, Additional Secretary, Ministry of Women and Children Affairs has signed the document as Implementing Partner of the project.
The project will provide assistance to 70,000 households (women and their families) in Satkhira and Khulna to adopt resilient livelihoods, while ensuring reliable, safe drinking water through community-managed rainwater harvesting solutions. It will also seek to strengthen the participation of women in last-mile dissemination of gender-responsive early warnings and continued monitoring and adaptation of livelihoods to evolving climate risks. It will also enhance women’s accessibility to markets and finance.
Through the project, the Ministry of Women and Children's Affairs will be integrating gender and climate change across sectors. The Department of Public Health Engineering will be scaling-up climate-resilient solutions to ensure safe drinking water across coastal communities. The successful implementation of the project will bring a meaningful contribution to the climate vulnerable women of the coastal areas of Shatkhira and Khulna.

নারীর জলবায়ু পরিবর্তনজনিত সহিষ্ণুতা বাড়াতে ইউএনডিপি ও বাংলাদেশ সরকারের মধ্যে ৩৩ মিলিয়ন মার্কিন ডলারের চুক্তি স্বাক্ষর
আজ বৃস্পতিবার ২৭ ডিসেম্বর ২০১৮ সকাল ১১ ঘটিকায় অর্থনৈতিক সম্পর্ক বিভাগে প্রায় তেত্রিশ মিলিয়ন ইউ এস ডলার সম্বলিত একটি প্রকল্প দলিল বাংলাদেশ সরকার এবং জাতিসংঘ উন্নয়ন কর্মসূচি (ইউএনডিপি) [এক্ষেত্রে, ফান্ড ব্যবস্থাপক ও প্রকল্পের বাস্তবায়ন অংশীদার] এর মধ্যে স্বাক্ষরিত হয়েছে। সবুজ জলবায়ু তহবিল (গ্রীণ ক্লাইমেন্ট ফান্ড, জিসিএফ) হতে প্রাপ্ত অনুদান সহায়তা ( প্রায় ২৫ মিলিয়ন মার্কিন ডলার) এবং মহিলা ও শিশু বিষয়ক মন্ত্রণালয় কর্তৃক ৮ মিলিয়ন ডলার সহ-অর্থায়নে সর্বমোট প্রায় ৩৩ মিলিয়ন ইউ.এস.ডলারের প্রস্তাবিত এ জাতীয় প্রথম ও ব্যতিক্রমধর্মী প্রকল্পটি দক্ষিণ-পশ্চিমাঞ্চলের খুলনা ও সাতক্ষীরা অঞ্চলের বিশেষত নারী ও কিশোরীদের জলবায়ু অভিযোজন ও সহিষ্ণু পথ-পরিক্রমায় পরিবর্তনের দূত (Change Agent) হিসাবে কাজ করার সক্ষমতা বিনির্মাণে ভূমিকা রাখবে। এই প্রকল্পের মোট উপকারভোগীর সংখ্যা ৭১৯,২২৯ জন ( ৫০ শতাংশ নারী)।
মহিলা ও শিশু বিষয়ক মন্ত্রণালয় এবং জনস্বাস্থ্য প্রকৌশল অধিদপ্তর কর্তৃক বাস্তবায়িতব্য “Enhancing adaptive capacities of coastal communities, especially women, to cope with climate change induced salinity” শীর্ষক প্রকল্পটি ৬ বছর মেয়াদে ০১ জানুয়ারি ২০১৯ হতে ৩১ ডিসেম্বর ২০২৪ এর মধ্যে বাস্তবায়নের জন্য নির্ধারিত। প্রকল্পটি নারীবান্ধব জলবায়ু সহিষ্ণু পরিকল্পনা বাস্তবায়ন এবং পরিচালনা করার মাধ্যমে নারীর ক্ষমতায়ন নিশ্চিত করবে।
বাংলাদেশ সরকারের পক্ষে অর্থনৈতিক সম্পর্ক বিভাগের সচিব জনাব মনোয়ার আহমেদ এবং ইউএনডিপি বাংলাদেশের আবাসিক প্রতিনিধি জনাব সুদীপ্ত মুখার্জি নিজ প্রতিষ্ঠানের পক্ষে প্রকল্প দলিলে স্বাক্ষর করেন। অন্যদিকে, মহিলা ও শিশু বিষয়ক মন্ত্রণালয়ের অতিরিক্ত সচিব মিজ. মাহমুদা শারমীন বেনু প্রকল্পটির বাস্তবায়নকারী অংশীদার হিসাবে প্রকল্প দলিলে স্বাক্ষর করেছেন।
প্রকল্পটি সাতক্ষীরা ও খুলনার উপকূলীয় অঞ্চলে ৭০,০০০ পরিবার ( নারী এবং তাদের পরিবারসমূহ) জলবায়ু সহিষ্ণু জীবিকা গ্রহণে সক্ষমতা বাড়াতে সহায়তা করবে । এছাড়া, এ প্রকল্পটির মাধ্যমে কমিউনিটি পরিচালিত বৃষ্টির পানি সংরক্ষণ পদক্ষেপের মাধ্যমে নির্ভরযোগ্য, নিরাপদ পানীয় জলের সরবরাহ নিশ্চিত করা যাবে। সর্বোপরি, পরিবর্তনশীল জলবায়ুর সাথে জীবনযাত্রা ও জীবিকার পরিবর্তিত ঝুঁকিগুলো চিহ্নিত করে এবং জলবায়ুর পূর্ব সতর্কতা প্রচার কার্যক্রমে নারীর সহায়তা ও তার পর্যবেক্ষণে প্রকল্পটি বিশেষভাবে সহায়তা করবে । প্রকল্পটির মাধ্যমে নারীদের বাজারমুখীন কর্মকান্ড ও অর্থায়ন ইস্যুটি বেগময়তা পাবে।
প্রকল্পটির মাধ্যমে মহিলা ও শিশু বিষয়ক মন্ত্রণালয় জেন্ডার ও জলবায়ু পরিবর্তন বিষয়টি বিভিন্ন খাতে সংহত করতে সমর্থ হবে এবং জনস্বাস্থ্য প্রকৌশল অধিদপ্তর উপকূলীয় অঞ্চলে নিরাপদ পানীয় জলের জলবায়ু সহিষ্ণু সমাধানের ব্যাপ্তি বৃদ্ধিতে কার্যকর ভূমিকা রাখবে। এর মাধ্যমে উপকূলীয় অঞ্চলের জলবায়ু পরিবর্তনে ক্ষতিগ্রস্ত নারী সমাজের কাছে প্রকল্পটি অর্থবহ অবদান রাখবে।
